Check consolidation before paying
The current eBay International Shipping buyer instructions say eligible items from the same seller can combine when checked out and paid together. They also say auction-style listings do not qualify for that combined-shipping treatment, and orders mixing import charges paid at checkout with charges paid at delivery will not combine. Those program-specific details matter more than a seller's general willingness to put two cards in one envelope.
For a direct-shipping listing, ask about a combined invoice before paying if the listing permits that workflow. Do not assume a paid order can later be rebuilt into a cheaper international shipment.
